Biography
Capt. Mark Candies is a retired 36-year veteran of the St. Charles Parish Sheriff’s Office, in Luling, Louisiana. His assignments included corrections officer, patrol officer, patrol supervisor, patrol watch commander, academy staff instructor, and Director of Training. He was an operator and instructor for the Special Response Team and Commander of the Honor Guard.
Capt. Candies earned his Criminal Justice degree from Nicholls State University in 2001. He is a graduate of the L.S.U. Law Enforcement Basic Training Academy and the L.S.U. Law Enforcement Institute.
Capt. Candies is a Senior Master Law Enforcement Instructor for the Louisiana P.O.S.T. Council, and a F.L.E.T.C. Use of Force Instructor. Capt. Candies has been certified by the Force Science Institute as a Force Analyst, an Advanced Specialist for Behavioral Analysis of Force Encounters, and Realistic De-Escalation Instructor. He also holds instructor certifications in use of force, defensive tactics, less-lethal force options, active shooter response, police driving, and adult learning concepts and principles.
Capt. Candies has been recognized by the American Society for Law Enforcement Trainers as a “Certified Law Enforcement Trainer”, and by the International Association of Directors of Law Enforcement Standards and Training as a “Nationally Certified Instructor”. He has presented training courses nationally for ASLET, ILEETA, and Virtual Academy. Capt. Candies was inducted into the Monadnock Police Training Council’s Instructors Hall of Fame in 2017 and recognized as an Honorary Master Instructor in 2025.
Capt. Candies has been qualified as an expert witness on Police Training Tactics and Use of Force in U.S. District Court and has provided expert opinions and analysis reports regarding use of force, emergency vehicle operations, and law enforcement training related issues.

Following his retirement in 2022, Capt. Candies founded Candies Consultant Services. In 2023, Capt. Candies returned to the St. Charles Parish Sheriff's Office on a part-time basis and currently serves the agency as a Training Consultant.
